Further improvements needed on C&D status

Hello,
When starting in cold and dark state the following are on -
1. Pitot heat
2. Electric HYD pumps
3. Fuel pumps
4. Position lights

I believe these should all be off in cold and dark state.
I'm using v0.302.

In addition -
5. Fuel cutoff switches are on
6. Brakes are set to RTO
