power settings

I was watching my cougar 727-200 DVD and noticed that in climb and cruise, engine 2 throttle is always set lower than 1 and 3.  ie. 1 and 3 at 90%, but number 2 at around 60-70.  Is there a reason for this or would this depend on weight?

connors,

The "Super" 727 has different engines.
The #1 & # 3 are JT8D-217's and the center is a -17.

Since the engines are different I would guess the power settings are also different.
