Thanks MarkOZ. Was in San juan and was wondering why ATC told the inbound C-130 to go around due to experimental on the runway.

Your problem may be the way NOTEPAD saves a text file the first time it sees it. If a cfg file is not set to be recognized, opened and saved as an ANSI / *all files*, it will try to save it as a .txt file. That is why FSX may not read it.

Try saving it as "SAVE AS", aircraf.cfg, make sure the ANSI and *all files* options are selected.

Also, change your WINDOWS file association for all .cfg files to NOTEPAD.

The above is a common mistake -

To do this, when you click on the CFG file, make sure that the option to Always use selected program to open this kind of file is checkmarked (the box is ticked). before clicking on OK.

Hello

This is what you need to put into your CFG.

[General]
performance=
atc_type=BOEING
atc_model=B703
Category=airplane

It should be marked as B703 as the ICAO Code for this type of aircraft, all variants from 707 Captain actually, that way it will identify you as a Boeing 707 Heavy. 707 is the type rating necessary to fly the craft not the ICAO you use to file a flight plan and used by ATC also to identify the Wake turbulence and maneuvering profiles.
