How does one set decision height greater than 999.  Example, KLAS airport is at 2,181 feet.   Would like to set DH to 2,381 feet.

Isn't decision height an AGL reference?.

DH cannot be set any higher than 999. The field elevation of KLAS is 2181 Above Sea Level (ASL). DH is related to Above Ground Level (AGL) as Ron pointed out. I use a valve of 200 for all landings.
