If you open at the cycle_info.txt found in the "c/program files (x86)/microsoft flight sim/captainsim/navigation" folder, where you installed it, does it show that it is the latest AIRAC (first line should be something like AIRAC cycle : 2212)?
Also. Is FSX installed in "c/program files (x86)/microsoft flight sim"? If FSX is installed in another location, then having the AIRAC installed in "c/program files (x86)/microsoft flight sim/captainsim/navigation" won't work. For example, I have FSX installed in E:\Flight Simulator X so the AIRAC needs to be installed in E:\Flight Simulator X\Captain_Sim\navigation.
