I open it by going to the Menu (ALT) > Views (V) > Instrument Panel (I) > Refuel (Up Arrow)


Keyboard shortcuts in brackets. Refuel is the last one, at the bottom, and the Up Arrow goes from first (top) to last (bottom) with one press. See attached image.
