Same for me.

In the '757 Captain III' Manual Part II, on page 308, under the heading S04. AUTOMATIC DIRECTION FINDING (ADF) CONTROL, it states this:

2. Frequency Selectors

Rotate -
outer knob sets the hundreds number
middle knob sets the tens number
inner knob sets the tenths and ones number.


but it doesn't set/change the tenths.

– Utility Buses do not load shed during engine start. Utility Buses do not load shed if thrust levers are moved while on the ground and the engines are not running.

This worked correctly in the F beta and in the pax versions prior. 
How do you know that worked correctly?

Perhaps something got changed in the coding?
Yes, that was fixed in 1.4. If you think it's not, AIIR#4

The worked correctly in the pre 1.4 PW PAX and the 757F beta I was part of. 

CS Manual Part 2 pp 137 refers to what Im talking about.  Throttles at idle and resetting busses they are still off.
