So I installed all the updates and my Add/Remove programs tells me I have version 1.3.0.3 of the base pack and 1.3.0.0 of the RR pack.
Here is the order I installed
csy572_1300
csr572_1300

Now things get confusing.  I have
csy572_1303
csr572_1302

After installing both of those, my base pack says version 1.3.0.3 is installed and the RR pack says 1.3.0.0

I have read the simops page until blue in the face.  What did I do wrong?

Fine, I have no explanation as to, how did you put it in line 5 on that post, "Explanations why you can not follow the instructions listed on the pop-up(s) web page(s)."

As I did.  So I uninstalled everything, then...
1. Installed 1300 base pack
2. installed 1300 RR expansion
3. Tried to install the 1302 of the RR expansion, which it wouldnt let me do untill I installed the 1303 of the base which I did.
4. Installed 1302 of the RR and

When I select an RR aircraft I get sent via popup back to the same instructions with the same files.  My base back says I have 1303 installed and the RR expansion says I have 1300 installed, no matter how many times I run the 1302...so...

Please offer an explanation as to why this is happening?  Better yet, why don't you just type here the order in which these files are supposed to be run to fix this issue.

It's strange that that's how you have to install it to be able to select the RR, and "not send out to a pop up".

I installed it like this without any problems when selecting the RR:

1300 base pack
1303 base pack update
1300 RR expansion
1302 RR expansion update
