Rearrange the Panels in the panel.cfg.

I already did it for the A2A Spitfire (available via Weapon for FSX - Free Liveries). I have also done it for the A2A P-51 Mustang, but it is not finished yet. I still have to align the guns and rockets with the wings.

SHIFT+8 for the Weapon Control panel, SHIFT+9 for the HUD.
The HUD Glass is not there because I don't use it and so it has been removed from the panel.cfg. But if I was to include it, I would add it below the HUD and use ALT > Views > Instruments > HUD Glass to bring it up on the screen.
Looking at the list of panels above, you can see I only moved the none# and dbg panels down the list, while leaving the rest as they were.
