Short and to the point...Is there a way to recreate this file without reinstalling/repairing FSX?
Mine went missing with an addon I added and then deleted  Lips Sealed

Sure, isn't too hard.
1) use notepad or some text editor and paste this

2) save the file as .xml (not .xml.txt) in C:\Users\Berlopez\AppData\Roaming\Microsoft\FSX
3) done!  Cheesy
My entries above are examples, but I'm sure you get the structure.
There's also a chance that the addons which rely on that file create a new one when you reinstall them. Take the FSDT addon manager for example.

It should something like have this inside it:

  <Launch.ManualLoad>False</Launch.ManualLoad>
  <Launch.Addon>
  </Launch.Addon>
</SimBase.Document> 



So copy and paste that into notepad.
To save it as EXE.xml, Alt > File > Save as, then change the Save as type: to All files. Then enter EXE.xml (see attached image).

Mine has one extra entry, for Ultimate Traffic 2, which comes after the last </Launch.Addon> and before the </SimBase.Document>, so it is highly likely that the above will be enough to get you going.
