Hi David.

Backup the original panel.cfg BEFORE making any changes!

You would need to change the [Window Titles] list

[Window Titles]
Window00=Weapon Control Panel
Window01=HUD
Window02=HUD Glass
Window03=GPS

[Window Titles]
Window00=HUD
Window01=HUD Glass
Window02=GPS
Window03=XXX
Window04=XXX
Window05=XXX
Window06=XXX
Window07=Weapon Control Panel

All the numbers in the [Window Titles] need to be modified. Using my above example, notice that the HUD and HUD Glass were renumbered.

Next you need to change the [Window00] to [Window07]

[Window07]

To help you understand the numbering and the Keyboard Commands (so you don't get confused):

Window00 - opens with SHIFT+1
Window01 - opens with SHIFT+2
....
Window06 - opens with SHIFT+7
Window07 - opens with SHIFT+8
