Fluttering controls

Hello i was trying to do my flight controls test while starting the engines and when i move the controls with only one engine started they only "flutter" any ideas

I think it's lack of hydraulic pressure. I tried this too with only one engine running and if I remember correct a red lamp was illuminating at the hydraulic panel. Normally the control surface would move slow or not at all. I don't know how they should work or if it is a bug.
I'm not sure about this but this is my best idea.
