simply, because strobe lights aren't a sort of aircraft lights. it's a kind of light elements, like incandecent lights or neon lights etc...

strobe lights are used in aircraft for anti collision lights, and sometimes beacon lights...

The strobe lights turn on when the beacon lights are turned on.  Wink
