Problems getting paintkit to start

I have just did a fresh intsall of fs9, reinstalled all of my software and everything appears to be functioning well.    I'm trying to get into the 707 paintkit so I can try painting a few aircraft, however each time I try to start it nothing happens.   I went to the start menu/Captainsim/707 repain kit.   I unistalled the aircraft using the uninstaller and reinstalled it with the same results.  (Note: I turned off my firewall only to download and install it just to make sure that wasn't the issue)
My system specs are:
Win XP pro
Core2 duo extreme 2.93
2gb corsair ddr2 pc6400 5-5-5-12
pny 8800 GTX video card 768mb ram
soundblaster X-FI
Western Digital 500gb hdd
Any help would be greatly appreciated.    I have just recently started to paint aircraft and haven't tried using the paintkit before.    She's one of my favorite aircraft to fly

Via Start>Programs>Captain Sim>Legendary 707 you get the link to download the Repaint Kit (14.51 Mb). Once it is downloaded, you should double click the downloaded file and install it.
The Repaint Kit by default will be installed here: [FS9 Foot Folder]\Captain_Sim\707\Repaint Kit
