Make sure to download and install with your Anti-Virus program and Windows Defender OFF. Chances are that you are missing a file to be able to use the C-130, so check your AV's Virus Chest/Vault. If you find it there, select it, then restore it and add it to your AV's exception/exclusion list so it won't remove it again.
