Please make sure you are setting the keybind for the "TOGGLE LIGHTS" option. It should be a bit bolder than the other light options in the list. Using that bind will toggle all the lights of the aircraft on. From there you can set lights to your preference.
I personally went through the same steps on Xbox and I had full light functionality.

I have set it only for toggle lights, it was at the bottom of the list, I also set LB + A combination but, it did not work.

Maybe I was lame last time, but now it works.
