Just the instruments on the main and engineer's panel illuminate. If I press Shift L they flash on and then off but won't stay on. There has to be a fix for this?

What happens if you use the light switches themselves, rather than Shift-L to turn all the lights on?

Nothing. Darkness. Only the gauge backlights illuminate.

So the flood lights don't work, but the panel lights do. All of the light switches work fine for me in FSX, FSX-SE, and P3Dv3, so the only thing I can think of, is to reinstall it and see if that fixes it.
