Maybe you never used 707 in Caribbean where there is hot weather??   When I did ground test the 707 for first time, I browsed around the cockpit and saw the lighten warning in yellow color so I zoomed in and discovered it was warning for overheated cockpit window so I tried to turn the heat off without luck as described in the original post.
