I've never had the window heat warning happen when I have the heaters on, whether they are set to High or Low.

I just started it up now, and I got no window heat warning, and it moved and stopped on High, Off, and Low. It also stopped in the Off position when I moved it through Low, Off, and High, so it works fine for me. I'm not sure why it won't stop in the Off position for you though.
