Hmm. I just used CTRL+E to start the engines on the 707, and it started all 4 engines without a problem.

The engines are quite easy to start on the 707 really.

Animations Control Panel
External Power ON
External Air ON

Flight Engineer Panel
Battery Switch - ON
Engine Bleed Air Switches - ON
External Power Switch  - ON

Overhead Panel
Ground Start Selector Switch - Low Press
Engine Start Control Switches - GRD (Engine Start Levers need to be in the START position for the engines to start, so the CTRL+SHIFT+F4 shortcut will put them all in the START position).
