The updater is included in the panel folder, but it only notifies you that there is an updated version to the one you currently have installed. Version 1.1 is the current version.
As for the panel state manager, you access it through the menu: Menu > Add-ons > CS 1011 Captain II > Panel State: Load (plus several other options) |
