In the latest update from windows, it has become very difficult for a lot of normal programs to function. In this case, it isn't enough to simply turn off the firewall- you need to go into windows "Virus and threat protection" , scroll down to "Virus and Threat Protection Settings" - manage settings, and up at the top disable "Real time protection". This will only work until you restart windows, then everything is back to normal again, so don't worry if you forget to turn this "feature" back on.
