A little confusing, you're on the ground with possibly the ILS parked (not tuned), why would it show needles? There's a completely separate radio for ILS tuning. It's on the center pedestal near the middle-bottom. You'll find it, it has a button directly between the tuning window and front course selector, it says ILS TEST (something like that) on the button.
