I just want to confirm if there is any need to uninstall first before installing 1.4? Thanks

Yes - uninstall v1.3 and then physically remove any remaining folders and files. Then restart your computer and install v1.4.
Make sure any anti-virus programs are off while doing so.
Remember to run the installation with administrative rights.

Uninstall is neither required nor prohibited.
Personally I'd recommend uninstall + manual cleanup of all mods/liveries residues.
Then a fresh install.
