Are there any values for speed restrictions referred to flaps settings?

The reference speeds for the flaps is beside the flap indicators on the Flap Position Indicator. They are:
1 - 250 KIAS 5 - 230 KIAS 15 - 210 KIAS 20 - 210 KIAS 25 - 180 KIAS 30 - 170 KIAS |

I'm a little late to the party here, but in getting back to heavy metal flying I find I get confused by flap speeds. Does it mean don't exceed this speed at that setting; or be at this setting when at the speed; or don't go under this speed when decelerating? So I guess what I'm trying to understand is how to apply the reference especially when accelerating or decelerating.
What's the best way to think of this? |

As far as I know, that is the maximum speed to fly at. So don't fly at above 250 KIAS at Flaps 1, 230 KIAS at Flaps 5, etc.
