It is definitely for the Captain Sim C-130 X-perience for FSX, it actually says so on the image! The FS9 version is called the Legendary C-130, an if it included a program like ACE, it's highly likely it would have been called a TCE: Textures and Config Editor, which comes with some of the other Captain Sim "Legendary" products, and not ACE: Aircraft Configuration Editor, which comes with most of their products for FSX.

It is possible that you found a modified image, but I must say that it sure looks authentic to me. :o
