There are 2 versions of the V-One gauge.
The older one (V-One Gauge for B727-100/F 727-200/F with Call-Outs), does not adjust the speed bugs.
The newest one (V-One Gauge for Boeing 727-100/200/F (Complete)) will adjust the speed bugs.
