Of course, I can hear it ;) - I never had any problems with sounds at by CS C-130.

Check following:

Open the sound.cfg in \CS_C130\sound Folder.

Check if the following entry is correct:

[FLAPS]
filename=usflap

At least check if the file "usflap.wav" is in your fsx\sound folder.
