FSC can create VOR to VOR routes (just as the default FS Flight Planner can). And seeing as the VOR's in FSX are permanently set, and so there are no magdev deviation changes since the game was created (unless you downloaded an updated magdev.bgl file to replace the default one), I can't see a better reason to create a VOR to VOR route with one of them. :-/
