If you have Vista, Windows 7 or Windows 8 - It's best to install it using "Run as administrator". This is done by right clicking on the installer and select it from the list that pops up.

Try reinstalling it using the repair option. You should use "Run as administrator" if the first part of my reply applies. ;)
