I can help you add a 2D CS WXR, but not a 3D (VC) CS WXR.

I tried adding a VC WXR, but using FS Panel Studio, none of the VC gauges show up, so this makes it hard to tell what coordinates to place it in the VC (or if it's possible at all to place it in the VC).
