I think so too. The difference is that the 777 Fuel Control Switches are either 100% or 0% by clicking on them (they can't be dragged by the mouse). In the 737, when you drag the Fuel Control Switches with the mouse, they can be positioned anywhere from 0% to 100%. But. Having said that, using CTRL+SHIFT+F2 (or CTRL+SHIFT+F3) I would assume that you could set the Fuel Control Switches at anything between 0% and 100%.

Going by the FSX SDK, I am of the opinion that the animation code for the Fuel Control Switches is wrong. No offence Captain Sim. ;)
