If what you are referring to, is what I think it is, then it's the radar screen. Press SHIFT+8, turn the knob to TCAS and it will fir up. I don't use the other modes on the radar, just the TCAS mode. :D

Depending on if you use the CLASSIC gauges, or the EICAS gauges (settings can be changed in the C-130 ACE), it is either on top of the Glareshield, or (as in your case) the center of the main panels.
