Try this.

Start a flight using the C172 (parked at any airport you want).
Switch everything off (except the Avionics Master Switch - leave/turn it ON), making it cold and dark and make sure to set the fuel tank switch to ALL.
Save it and make it the default flight by check-marking the box beside Make this the default flight
Exit FSX, then restart it again.
Change the aircraft to the CS C-130 and press FLY NOW!.
Try starting the engines to see if it works.
