 Is there a step by step on how to use vor to navigate.  I am lost.

Check the basic flying lessons in Fsx.Believe it or not,VOR navigation is the basis for beginners,then,practice,practice,practice!!!

You might try the aviator pro series from Angle of Attack. If you are a visual learner, its a good setup. If looking for free stuff, try YouTube.

what exactly you have trouble with?
VOR nav simple, so you'll get it really fast

If you really want to just hop in and do simple navigation, it can be done fairly quickly...IF... you have a good flight plan. The other thing is learn in something a little slower than a jet. Try the default baron or mooney without the GPS systems showing.

A quick 1-2-3 might go like this.

1. Plan your VFR flight. A short 100 mile flight where you will use at least 3 VORs to get to your airport. Make sure that the ranges of each VOR overlap so that you can easily hop from one to another. If you are having trouble using the FSX planner, use Plan G. It is a free flight planner that is excellent for VFR flights.

2. Tune in your first waypoint VOR and take off. After takeoff, set your heading according to the RMI needle. The RMI should point directly to the VOR your have tuned in. You will have to continually adjust your heading as wind will push you off course a little. Once you have reached about 10 DME, the needle will start to drift. Tune in your next VOR and once again follow the needle.

3. Repeat step two through the rest of your flight plan and hopefully you can see the airport by the time you reach your last VOR.

That is Very basic radio navigation. It does not take into account more common procedures such as intercepting a localizer course or back course which you will need in order to fly a typical 737 or 727 plan. However, until you can operate via these basics, you can't move up to the next steps.
