I downloaded the repaint kit and it is blank white. Why is that?

As far as I know, DXTBmp cannot open PSD files. You need Adobe Photoshop Or, I think, (Corel) Paint Shop Pro.

Gimp will open psd's and i think Paint.net with the use of a plugin.

You need Adobe Photoshop to work with the kit.

Those will only show after the layers are enabled in Photoshop. By default all layers are unselected, so the previewers can't see anything thus displaying a white screen.
