My settings in the UserCP are exactly the same as yours with regards to online/offline and notifications. Like this:

Online/Offline Status:     'Online/Offline'
Notifications:                 'Always Email'

The forum administrators/moderators have turned this OFF.
So regardless of your setting to receive an email, the Forum will never send you one (unless they turn this option ON). ;)
