The only thing I can think of that might help, is to run the installer using the Run as administrator option. Right click on the installer and select Run as administrator from the list that appears.

If you have already tried that and it didn't work, then sorry, I don't have a solution for you. I only have the C-130 X-perience for FSX, because I no longer use FS9/FS2004. :(
