SHIFT+L or the Light Override switch on the OverHead panel controls the cabin lights (see panel O20 in the image in reply #3 above). They are not really bright enough to be seen from the outside until it is very dark. :(

Better night lighting for the cabin has been requested in the 707 Captain - It's e nice if... forum. So hopefully in a future update we'll get it.
