Try reinstalling the Weapon for FSX (csw001_1000.exe) using the "Run as administrator". To do this, right mouse click on csw001_1000.exe and select Run as administrator from the list in the box that appears. See following image.
Once it is installed, run the Loader as an administrator as well. Windows 7 is restrictive and I think that is your problem.
To do this, right mouse button click on the Loader, select Properties, select Compatibility Tab, place a tick (checkmark) in the Run this program as an administrator then click on OK. See following image.
