Alright, my system isn't exactly top-of-the-line, it's only a laptop, but my FPS was just fine with 1.2, and now with 1.3, it's really lagging. Even worse than the FPS, which is around 4 in the VC and 7 on  spot view, when I move the hat switch on my joystick to look around, The angle of view greatly jumps. If I'm looking straight ahead out the window, and I move the viewpoint one click to the right, I'm looking almost 90° to the side. Are there any solutions?

I have not noticed any differences in the FPS between v1.2 and v1.3, not that I really looked. I do get better frame rates with the VC-137 and E-3. I assume that it is because they don't have the passenger cabin or cargo deck, only the VC. I also get better frame rates with the -300C, I assume, because the cargo deck has a lot less polygons than the passenger cabin.

Maybe you need to try the http://www.venetubo.com/fsx.html tweaks to see if you can improve the performance.

I've tried ventubo before, and it helped... maybe I can find some additional fixes with it.

It suggested an external fps limiter... I downloaded from ventubo and got this .rar file. How do I use that?

From theory, the 1.3 shouldn't have any influence on your framerate over the 1.2 release. There aren't any changes included which would lead to a negative performance impact.
I think that Mark pointed in the very right direction, saying

So please make sure to have the (passenger) cabin disabled in the ACE tool (you have to reset this setting after installing 1.3) when running the plane on a slower system.

Concerning the framelimiter, I think there's a readme included but in case you still struggle there, here are some threads which might help you. It's mainly a thing of pointing the limiter to the FSX.exe and also setting up the desired framerate then.
