No, there should be along the bottom starting at the far right a row of icons.  Starting on the right working left, a magnifying glass, LEFT/RIGHT arrow (horizontal flip), and finally UP/DOWN arrow (vertical flip).  I am using v.4.00.96    By the way both flip options flip the Alpha channel as well, by default.  You want this.  Hope this helps.
