No. My default flight for FSX is the C172, cold-n-dark except for the Master Avionics Switch. With a few of my add-on aircraft, if that switch is off, I can't get the avionics turned on without using my keyboard shortcut (CTRL+SHIFT+A). This includes what you are referring to with External Power, ESS, etc...
