I'm pretty sure I read somewhere, that the Delco CIV-A INS doesn't work in Windows 10. So if your using Windws 10, then that might explain why it isn't working. :(

It seems that after a long period of nothing happening with it, after 10 years, they now have a 1.60 BETA version, so you might want to try it:

Delco CIV-A INS v1.60 BETA 3

This might just be what you need to use to get it working.  :-/
