OK. I fixed up the mess. For a while there I was making it worse with each attempt at fixing it up.

So here is what I did with the CIVA_panel:

I changed the Window Titles to this
[Window Titles]
Window00=Simicons
Window01=Animations Control
Window02=CS Weather Radar
Window03=Map
Window04=Autopilot
Window05=Crew Messenger
Window06=INS Control Display Unit
I removed the Window07 and Window08 entries because I don't need them (see the changes to Window06).

Windows00 now looks like this

Because of the changes in Window06, I only need the one SimIcon for the CIVA-INS.

I changed Window06 to look like this:

The 3 INS panels (CDU, MSU and ADEU) are now grouped together because I like it that way.

And finally. I placed the INS!Config into the VCockpit01 like this:

Placing the INS!config in the VCockpit, gets the INS initialized as soon as the 707 loads into FSX.

And it works great. :)
