There is no full 2D panel. I don't want to speak for Captain Sim, but the 727 does not have a 2D panel, either, and I haven't heard of any plans for one. I would not expect one for the 707. The VC is gorgeous, though, and the super high def textures are clear. Sorry if you prefer a 2D panel, though.
