Make sure that SP2 for FSX or the Acceleration Expansion Pack has been installed as stated in the Minimum Sytem Requirements.

MINIMUM SYSTEM REQUIREMENTS:

   * - CPU 1.5 GHz
   * - 256 Mb of RAM
   * - 64 Mb video card
   * - 100 Mb of free space on the MSFS hard drive
   * - Windows XP or Vista
   * - MS Flight Simulator X + SP2 or Acceleration
   * - Internet access (for installation/re-installation)

SP1 for FSX has to be installed or SP2 will not install.
Acceleration checks to see if SP1 has been installed. And if it hasn't, it will install it first, then it will continue on to install Acceleration.
