How can one add repaints to 727_200 FSX with out TCE; If there is a TCE I didn't get one. Or do I have to download?

Please explain full procedure.

The program used to set up repaints is called ACE (aircraft configuration editor) in the FSX version.
instructions on how to use it are included in the manuals.
