are these compatible with the FSX version?

The C-130X ACE do not work with the 'Legendary C-130' (FS9) liveries. But technically they can be installed manually and may work on the C-130X.

As for the C-130X liveries, the Repaint Kit should be available soon.
Also we are working with top repaint artists on convertion of the older liveries into C-130X format.
