There’s more to the story.  CS had promised a freighter version of the 767 years ago.  They released the 767 Pax version basepack and many of us bought that plane in anticipation of buying the freighter version.  The pax version was the prerequisite base pack for the freighter expansion.  Then out of the blue CS cancelled the freighter expansion and upset a lot of people.  So as a compromise, CS released this half baked version of the freighter expansion to appease the community.
